
We recently welcomed Sen. Bobby Joe Champion, president of the Minnesota State Senate, to Willmar for a firsthand look at the transformative Promise Act projects. The tour showcased three businesses that exemplify the power of community investment: Happy Halal, Mubarak Food & Grocery, and Bar Path CrossFit.
What Is Promise Act Funding?
The MN PROMISE Act is a state-funded small business revitalization program that has provided funding to businesses, nonprofit organizations, and developers in communities facing barriers to economic development.
We’re deeply grateful to the Minnesota Department of Employment and Economic Development (DEED) for its continued support in bringing these resources to Greater Minnesota. Their partnership is helping us build a more inclusive and resilient economy.
Highlights from the Tour

Happy Halal
Located in the Willmar Industrial Park, Happy Halal meat processing operation received a $400,000 Promise Loan. Founder Rebecca Wierschke shared an emotional moment, expressing how SWIF’s support was the final piece needed to complete the $2+ million project. With financing from Citizens Alliance Bank, the Minnesota Department of Agriculture, and the Minnesota Farmers Union Foundation, this venture is bringing new energy to local food systems and job creation.
Mubarak Grocery and Food
In downtown Willmar, Sen. Champion met Luqman Mohamed, who received a $50,000 Promise Grant to support his grocery store. With interpretation help from his son, Luqman described how the grant helped stabilize and grow his business. He praised SWIF for making the process simple and accessible.
Bar Path CrossFit

The final stop was at the north side of town, where long-time SWIF partner Lourdez Schwab recently secured a $100,000 Promise Loan to purchase her building. This business retention project also included a regular SWIF loan and support from Kensington Bank. Lourdez emphasized the trust she has in SWIF, saying she reached out to us first because of our strong relationship and reputation for being community-focused and easy to work with.

Each of these stories reflects the heart of SWIF’s mission: connecting people, investing in ideas and building communities. Sen. Champion’s visit was a powerful reminder of how public policy and local partnerships can come together to create lasting impact.
